Donna Anthony, MPH, appointed president of Health Services for Children with Special Needs
Health Services for Children with Special Needs (HSCSN), part of Children’s National, has appointed Donna Anthony, MPH, as president. HSCSN is the contracted health plan for the District of Columbia’s Child and Adolescent Supplemental Security Income Program (CASSIP), providing managed care services to more than 5,000 children and young adults with special healthcare needs in Washington, D.C. Anthony will lead the organization’s strategy, operations and continued work to ensure enrollees receive high-quality, timely care and support services to best meet their needs.
“Donna’s experience in healthcare strategy, operations, public health policy and executive leadership, combined with her deep understanding of the District’s healthcare landscape, uniquely positions her to lead HSCSN into its next chapter,” said Michelle Riley-Brown, MHA, FACHE, president and CEO of Children’s National. “I look forward to the continued impact she will have in strengthening this important part of our integrated pediatric health system.”
As president, Anthony is accountable for all aspects of HSCSN, including its work under a $240 million contract to deliver managed care services for CASSIP enrollees. The organization connects healthcare, care coordination and family support to help children and young adults with special healthcare needs access services across the District.
Anthony joined the HSC Health Care System in 2017, overseeing the HSC Pediatric Center and HSC Home Care. Since 2019, she has helped lead HSC’s integration with Children’s National and advanced strategic and operational initiatives across the enterprise. Most recently, she served as senior vice president and chief strategy officer at Children’s National.
Before joining HSC and Children’s National, Anthony held senior District roles, including assistant superintendent of health and wellness for the Office of the State Superintendent of Education, chief of staff for the Office of Specialized Instruction at D.C. Public Schools and special assistant for DC Health. She earned a Bachelor of Arts in Emergency Health Services and a Master of Science in Public Health from George Washington University.

The HSC Health Care System has been part of the District’s healthcare community for decades, providing pediatric rehabilitation, outpatient therapy, skilled nursing, home health services and health plan support. In 2019, HSC affiliated with Children’s National to create a pediatric-focused accountable care enterprise for children and young adults with complex health needs.
