Nathaniel Savio Beers, M.D., M.P.A., F.A.A.P.
President & CEO, The HSC Health Care System
Nathaniel Beers is the President and CEO at The HSC Health Care System. He served as the Chief Operating Officer, Chief of Specialized Instruction, and Executive Director for Early Stages in the Office of Special Education in DC Public Schools since 2009.
Nathaniel volunteers as a general and developmental behavioral pediatrician at Children’s National Medical Center, where he was the Medical Director of the Children’s Health Center at CNMC. Prior to joining DC Public Schools, he was the Deputy Director of Policy and Programs for the Community Health Administration of the DC Department of Health and the Title V Director for DC. He has served on the Mayor’s Advisory Committee on Child Welfare and the Children with Special Health Care Needs Advisory Board.
Nathaniel was a Past President of the DC Chapter of the American Academy of Pediatrics. He was also the Chair of the AAP National Committee on Membership. He serves on the Council of School Health for the AAP and serves in a variety of other roles for the AAP, both regionally and nationally.
Nathaniel completed his undergraduate education at the University of Rochester and his medical school education at George Washington University. Nathaniel remained in DC to complete his residency at Children’s National Medical Center. He completed the Anne Dyson Child Advocacy fellowship at Children’s Hospital of Boston and was the chief fellow for the Division of General Pediatrics. While in Boston, Nathaniel completed a Master’s in Public Administration at the John F. Kennedy School of Government at Harvard University and was also the Medical Director of the Perkins School for the Blind.
Since his return to DC, Nathaniel has worked on many issues as they relate to children in DC. He was part of the executive committee and a founding member of the DC Partnership to Improve Children’s Healthcare Quality, a collaborative between the DC pediatric community and Medicaid. He was an active member of the Children’s Advocacy Roundtable, coordinated by DC Action for Children. He has served on a number of advisory committees relating to children and their health and education. He also led efforts to coordinate the first DC City-wide Childhood Obesity Summit. Nathaniel has done research on children with disabilities and access to care issues and the interface between health and education systems.
Nathaniel is a DC native and graduate of the School Without Walls Senior High School. He is married to Lee Savio Beers, a pediatrician at Children’s National Medical Center, and has a daughter and a son. Both of whom attend DCPS.
Anna Dunn, M.B.A., M.S.W.
Chief Executive Officer, Health Services for Children with Special Needs, Inc. (HSCSN)
Anna Dunn is an accomplished leader and seasoned manager with 16+ years of consulting and healthcare experience. Ms. Dunn is distinguished by her ability to identify opportunities for business growth and development, leverage talent, and deliver high-quality results.
As a Principal at Booz Allen Hamilton, Ms. Dunn led a portfolio of projects valued at over $100M+, including the firm's healthcare compliance projects and Medicaid audits. She managed numerous complex multidisciplinary project teams that support the Centers for Medicare and Medicaid Services (CMS) in reducing expenditures and improving the quality of care provided to beneficiaries. Ms. Dunn draws upon both her program management and consulting experience to lead business development efforts in Medicaid, Medicare, and Marketplace programs. Before her consulting career, Ms. Dunn served as a Project Manager and an Analyst as the DC Department of Healthcare Finance, supporting the agency's oversight of DC Medicaid Managed Care Organizations (MCOs).
In addition to her executive career, Ms. Dunn chaired the Board of Directors for Health Services for Children with Special Needs (HSCSN), was the Vice-Chair for the HSC Health System and served on the Board for Children's National Hospital. In November 2019, Ms. Dunn was awarded the title of the "Professional Services Heroine of Washington" by March of Dimes for her contributions to improving the healthcare of children in the District of Columbia. Ms. Dunn holds an M.B.A. in Medical Service Management, an MSW with Concentration in Advanced Generalist Practice and Programming, and a degree in Jurisprudence.
Kimberly Brown, C.P.A.
Vice President, Corporate Controller, and Interim CFO
Kimberly (“Kim”) Brown joined the HSC Health Care System in August 2015 as the Vice President of Finance and Corporate Controller. In her role at HSC, Kim is responsible for directing the Finance Team’s efforts for Financial Reporting and Accounting, Procurement and Accounts Payable, as well as the Payroll function. With over 30 years of experience in the accounting field, Kim brings a wealth of knowledge from various industries and Finance roles.
Kim started her career in one of the Big Eight public accounting firms, during which time she became a Certified Public Accountant (“CPA”). From there she moved into private industry as the General Accounting Manager for Children’s National Medical Center in Washington, DC, where she was soon promoted to the Director of Finance. Kim decided to leave Children’s to leverage her CPA credentials to pursue a career as a sole-practitioner. While self-employed, Kim provided a wide range of accounting services to small business clients in various industries including Real Estate, Retail, Insurance, Construction and Not-for-Profits, to name a few. During this time, Kim also served as the Chief Financial Officer for her family owned business, Brown’s Services, Inc., which provided decorative concrete services to residential and commercial clients.
Kim Brown attended high school at the Wyoming Seminary College Preparatory Boarding School on a full scholarship from the “A Better Chance” program, which provides educational opportunities to inner city youth that demonstrate academic excellence. Kim holds a Bachelor of Science degree in Accounting from Georgetown University and is a member of the American Institute of Certified Public Accountants.
Nadine Coy, M.B.A.
Chief Operating Officer, HSCSN
Nadine Coy previously served as HSCSN’s Vice President of Network Services, where she led Provider Relations, Contract and Vendor Management, and Provider Credentialing. Prior to joining HSCSN in 2017 she was a VP at both HIVE Connected Health and Specialists on Call where she established performance metrics, developed audit and compliance programs, and led process improvements resulting in membership expansion and financial growth. Nadine’s commercial plan experience includes senior management roles at Magellan Health Services and Evercare/United Health Services, where she was responsible for the overall quality, efficiency and performance of network operations.
Nadine is an expert in healthcare administration for Medicare, Medicaid, Managed Care, telemedicine and commercial plans with over 20 years of experience across the full spectrum of the industry. She brings operational expertise gleaned from successfully performing in critical positions that covered the entirety of a health plan’s services. Her efforts met with proven success in developing, contracting, and implementing new markets.
Nadine’s leadership is visionary, strategic and results oriented. She has a passion for excellence and accountability that informs all aspects of her performance. She is especially skilled at developing highly effective teams and systems, and her ability to foster and maintain collaborative business relationships is a stabilizing force that has undergirded sustainable change, and promoted strategic growth, in the organizations where she has served.
Nadine holds both Bachelor of Science and Master of Business Administration degrees from Phoenix University. She is committed to healthcare equality and invests in the development of community based services and organizations that focus on improving health indices on a global scale.
Abimbola (Elisa) Emmanuel, R.N., M.S.
Chief Operating Officer of HSC Home Care LLC and HSC Health & Residential Services
Abimbola Emmanuel serves as Chief Operating Officer of HSC Home Care LLC and HSC Health & Residential Services. She is responsible for assessing, designing, and maintaining the most effective management and viable structure for the organization. She is a dynamic and versatile leader using creative thinking and innovative ideas to solve complex issues while applying unique strategies to influence organizational growth.
She has over 19 years of experience in healthcare and telecommunications/corporate industry. Her myriad of experiences includes sales, budgeting, referral/relationship building, program development, and clinical informatics. Ms. Emmanuel is a Certified Registered Nurse of Infusion (CRNI), an internationally recognized certification that promotes safe infusion practices, and an advocate for improving client care. Her healthcare experience includes working in various arms like the ICU, critical care, medical-surgical, orthopedic, assisted living, and skilled nursing facilities, and community healthcare clinics.
Deborah C. Holson, R.N., M.S.N., C.P.N., NE-BC
Chief Operating Officer, The HSC Pediatric Center
As Chief Operating Officer, Deborah Holson provides leadership and oversight for both inpatient and outpatient care organization, professional services, support services and management of The HSC Pediatric Center.
She partners with the Chief Medical Officer on a full range of clinical, operational and strategic issues and is responsible for all physician, nursing and support staff, representing a variety of highly specialized pediatric services. In addition to overseeing clinical performance and physician management, she is responsible for working with partners to execute The Pediatric Center’s mission.
Debbie joined The HSC Pediatric Center in 1993 as a staff nurse, gradually focusing on the management of care services to enhance practices from a system level. She became vice president of patient care services in 2006 and was appointed chief operating officer in 2015. Prior to coming to The HSC Pediatric Center, Debbie was a staff nurse at Greater Southeast Community Hospital, providing patient care to infants in a Level II Step-down Nursery. She also served as a staff nurse in the neonatal intensive care unit at Children’s National Medical Center. She is a licensed registered nurse, a certified pediatric nurse, and a certified nurse executive. She holds a bachelor’s degree in nursing from the Catholic University of America and master’s degree in nursing from Walden University with a specialization in leadership and management.
David Bishop, M.B.A.
HSC Director of IT
David Bishop has accumulated 28 years of experience in developing organizational strategies and aligning those strategies with business and technology investments. He brings an entrepreneurial approach to the planning and decision-making areas of information technology.
David joined HSCSN in 2017 as a consultant charged with modernizing the business intelligence and reporting function. Within six months of joining HSCSN on a full-time basis, David became an employee of The HSC Health Care System and was appointed the Acting Chief Information Officer.
David previously served the government of the District of Columbia within the Office of the Chief Technology Officer (OCTO) from 2009 to 2016. David was appointed by Mayor Bowser in 2015 to serve as Interim Chief Technology Officer (CTO). Prior to his appointment, he served as Deputy Chief Technology Officer, having been promoted to oversee the OCTO PMO in June 2014.
Prior to joining the District government, David gained experience in the federal government space working as a consultant with clients such as the Federal Aviation Administration, the Department of Labor, the Federal Railroad Administration and the Environmental Protection Administration. His work with these federal agencies involved implementing organizational controls to maximize the value of their investments in information technology.
David’s experience in evaluating and implementing information technology investments is grounded in his accounting and financial background. He holds a BS in Accounting from Lehigh University, which led to his initial employment in the auditing department of Coopers & Lybrand and ultimately obtaining his Certified Public Accountant certification. While working full-time in New York City, David obtained a Master of Business Administration from the Stern School of Business at the New York University, concentrating in the areas of Management and Information Technology.
David lives in the Adams Morgan neighborhood of Washington, D.C., with his wife and daughter.
