Applying for a Non-Competitive EMSC Program Grant

Emergency Services for Children (EMSC) Program grants have a project period of three years. To receive funding for years two and three, program directors must submit a non-competitive application each year.

Non-competitive applications can be completed through the Electronic Handbook (EHB), using the applicant’s existing username and password. The non-competing continuation application process changed in January 2006. The EMSC National Resource Center recommends that all project directors submitting a non-competitive application review the Completing Your Non-Competing Continuation Application In Grants.gov and HRSA Electronic Handbooks: Supplemental Instructions for Grantees. Further assistance can be found in recently created HRSA Electronic Handbook Performance Measure Data Entry Instructions: Fall 2009 Non-competing Entries.
